Register Device

Register a device in one shot (OTP -> compliance CSID -> NBR compliance checks -> production
CSID -> ACTIVE).

The taxpayer is the X-NBR-Connected-Account-Id header; its identity feeds the CSR and the
compliance sample invoices. If NBR rejects a compliance sample the call answers 409 with the
rule codes and the device is left in COMPLIANCE.
